Right now, very few dogs are registered in the City of Providence because the city does not enforce registration regulations and they have made the registration process very difficult to comply with. The result of this is that the city administration has no idea how many dogs live within city limits, (one estimate puts the number between 15 and 22,000!) Owners have no clout with city government and the city does almost nothing to provide the basic services that dogs need to lead happy lives. Unlike other cities (as close as East Providence!) Providence is not a very "dog friendly" place. Current Providence laws prohibit dogs from the use of ANY city park... leashed or not and the only off leash facilities are the two "dog parks" which are parks in name only. A mud hole surrounded by a chain link fence is about as far away from the excellent facilities to be found in other major cities as it could be.
